[Grammar] Use of preposition "during"

Could you kindly let me know which of the following sentences is correctly structured?:

"We must ensure that very citizen has access to sufficient quantities of safe and nutritious food at affordable prices for an active and healthy life at all times - including emergencies and crises."

or: "We must ensure that very citizen has access to sufficient quantities of safe and nutritious food at affordable prices for an active and healthy life at all times - including during emergencies and crises."

Should we use the preposition during, as with the second example, or is the first sentence grammatically correct?

Use "during" as in the second sentence.

It's okay without the preposition but it's better with.

every, not very.
 
Who does "We" refer to?
 
"We must ensure that very citizen has access to sufficient quantities of safe and nutritious food at affordable prices for an active and healthy life at all times - including during emergencies and crises."

If you want to avoid using two -ing words in a row, you could substitute "including during emergencies and crises" with "even during emergencies and crises," "including when there are emergencies and crises," "even when there are emergencies and crises," or "including times of emergency and crisis."
