OR

2)"If we don't get ............, we are shifting............."

4)"If we haven't got ..................., we will have..........."

#3 is the most natural but, as I have previously indicated, I wouldn't use "shift".

Do you mean you're going to give them until a certain date to reply, but you will have already transfered their account by that date? That doesn't sound fair.
