Using have in a sentence

In the sentence above, is it correct to use have? if no, why is it wrong?

The sentence is incorrect with or without "have". Try "It has been a while since I returned from Australia".
 
Thank you for the reply.I have made a mistake. It should start with "It" not "Is", presuming it's "It" what's the reason for the sentence to be wrong with "have"?
 
The whole sentence is ungrammatical.
