verbs with 2 objects

Which verbs follow the pattern of the verbs explain, describe, suggest,say, confess,confirm?

e.g. Explain the problem to me/Explain to me the problem

He said hello to me./he said to me hello.
 
Which verbs follow the pattern of the verbs explain, etc?

e.g. Explain the problem to me/Explain to me the problem

He said hello to me./he said to me hello.
Very few. The versions I have underlined are not natural; in fact the second of these is very unnatural.
 
But it sounds right to say :He confessed to me( so why can't the other similar verbs have this pattern?)

It doesn't sound right to say, "He confessed to me his crime".
