Out of a possible 10, "very" would be 7 or 8 and "extremely" would be 9 or 10.

I would not call 9 an extreme, for obvious reasons. Extraordinary, outstanding, maybe. But 9/10 is not extreme. 99.9/100 could possibly lay claim to extremity.
