Given the context, I would say it's more 'about' or 'regarding.' Personally, I hate using these fancy loanwords when other alternatives are available.

It means "in view of", so "in relation to" is acceptable. It's true that "vis à vis" would sound pretentious in speech, but it writing it's quite common.
