The cars were waiting at the red light/at the traffic light.
The cars were waiting for the red light to change.

Do both sentences sound as naturally to native speakers? Or is the second better?

They are both fine.
 
:up: Personally, I wouldn't bother with the 'red'. People 'are waiting for the lights [note the plural - maybe just in Br E :-?] to change'. If you're waiting for a green light to change, you'll soon be woken up;-)

But 'waiting for the red light to change' is perfectly OK.
