Sentence #1: If "he was the one", he is no longer the one, and if he "has been asked", the invitation is still outstanding. The sentence is contradictory. The sentence should read, "He was the one who had been asked to come". Therefore, he is no longer the one who is invited and the invitation is no longer valid. Sentence #2 is OK as is and both have the same meaning with the revision to #1.

When can I use the first and the second one?

I would only use "was the one" if he is no longer living.

1) He was the one who had been asked to come.
2) He was the one who was asked to come. (same meaning as the sentence immediately above)

If he is still living, I would use 'is the one'.

3) He is the one who has been asked to come.
4) He is the one who was asked to come. (same meaning as the sentence immediately above)

If the invitation is no longer in effect, I would say 5) 'He is the one who had been asked to come.'

6) He is the one who (had been)(was) asked to come.
(said after the fact) That is, two or more people came even though only one was asked to come.
