Was to be held vs would be held

If only the Air Guitar World Championship ............................ in Zimnicea and not in Oulu, Finland!I would certainly afford going and I would most certainly win!
a. was held
b. was to be held
c. will be held
d. would be held

I do think it's (d). If it is, I'd like to know why (b) is wrong. I̶f̶ ̶i̶t̶ ̶h̶e̶l̶p̶s̶ ̶a̶n̶y̶h̶o̶w̶ ̶t̶o̶ ̶k̶n̶o̶w̶ ̶t̶h̶i̶s̶,̶ ̶t̶h̶a̶t̶ ̶e̶v̶e̶n̶t̶ ̶i̶s̶ ̶r̶e̶a̶l̶ ̶a̶n̶d̶ ̶i̶s̶ ̶h̶e̶l̶d̶ ̶e̶v̶e̶r̶y̶ ̶y̶e̶a̶r̶ ̶i̶n̶ ̶a̶ ̶d̶i̶f̶f̶e̶r̶e̶n̶t̶ ̶p̶l̶a̶c̶e̶.)
EDIT: Oops! I did a mistake, I don't know if it changes the answer or not. That event is held every year in Oulu, Finland, every single time.

b) is the correct answer, though I would possibly use the subjunctive "were to be held".

"I would certainly afford going" is not correct English. Perhaps they mean "I could certainly afford to go."
