If I wanted my whiskey mixed with cola, could I say "I would like my whiskey watered down with coke."?
 
No. Just say

'Whiskey and Coke, please.'

I wouldn't use "watered down" in that context.
 
Only water can be used to "water down" something. Still, if someone wanted whiskey and water, he would order "whiskey and water," not ask for it to be watered down.

The phrase "watered down" in the context of bartending implies that some dishonesty is going on. That the liquor itself has been watered down prior to being served.

As If i was fixing a drink and wanted to pocket the difference?
 

Could I say, if I took a sip of an alcoholic beverage and felt it was not good quality,that it's been watered down?
 
Not the quality, but the strength.
 
When I lived in the US, I used to hear the line "Never watered down" in one of those beer commercials.

I think more like the easy way to make "light" beer is to make regular beer and then water it down.
