"We are in a period where significant developments closely related to our national interests are unfolding in Turkey’s foreign relations. Turkish foreign policy faces an uphill struggle on many fronts. For starters, political balances in the world have been completely changed since the post-Cold War period. The two-pole system, which had been continuing for about half a century, came to a halt. This has had varies impacts on our region as well as the rest of the world such as the elimination of the Soviet threat, the breaking up of Yugoslavia, the merging of two Germanys, the commencement of the European integration, and the reinforcement of the NATO by new members.
For Turkey, another issue as important as these developments is the establishment of new countries in the Caucasus and Central Asia. Correspondingly, a reality in the shape of Eurasia has emerged, featuring deep-rooted history, culturally-rich mosaic, young population, natural resources; carrying great importance in terms of peace and stability in the world; having big potential in the field of energy, with Turkey in its center.
With the dissolution of the Soviet Union and Warsaw Treaty Organization, restrictions and obstacles on the cooperation of the East and West have been lifted to a great extent. Thanks to this, Tukey could have built bridges of friendship and cooperation with brotherly republics in the Caucasus and Central Asia, which had been dominated by the Soviets for many years. Today, Turkey, with its private and public sector, is a country which makes the biggest contribution to the improvement and development of Central Asia.
Turkey has also become a key country in the transportation of the Caspian Basin natural energy to the markets in the West. In addition to this, a network of highways and railways as well as pipelines between Central Asia and Europe are through Turkey.
In the present day, the phenomenon of globalization is gaining more and more importance. Globalization, on one hand, provides countries with a window of opportunity; on the other hand, it brings with it a set of problems emerging as a result of the growing gap between development levels, and the fight against poverty has become more important than ever. The countries whose developments levels are similar to one another on a regional scale need to step up their solidarity and cooperation in order to better make use of globalization. Turkey has pioneered the successful entities to this end such as the Black Sea Economic Cooperation and Economic Cooperation Organization."
