I want to know which part of speech completion is?
 
It's a noun, isn't it? Words with "-tion" usually are. Object of the preposition "on."

That's probably still true, though the habit of verbing nouns may change that.
You can proposition someone; petition someone; apportion blame; transition into a situation where you sanction something, etc.

I understand verb can only be a gerund by adding "-ing" if we use the same after preposition.

Can you please also clarify why completion is noun and completing is verb?
 
A gerund is not a verb. A gerund (verbal) is a noun made from a verb.
 
I love those noun-to-verb transitions though. They are so useful and so easy.
