2 Whoever comes, he will be welcome.

Hi, Which word I should use in the sentence, welcome or welcomed? In my opinion, I should use welcomed because I think it's passive voice. But I often hear pepole say "You are welcome. So I got confused. Could you please help me with it? Thank you!

In my opinion, either one is fine. I find "welcome" to be more natural and common, but in my past editing work for a magazine, my editor-in-chief insisted that "welcomed" was correct in this context.
 
Welcomed suggests something more formal or ceremonial to me.
 
you will be welcome = everybody will be glad to see you but may not say so

you will be welcomed = somebody will greet you with a handshake and a few friendly words
 
As posts #6 and #7 point out above, the two sentences have different meanings.

I'm going to assume that what you mean is 2, i.e., everybody is welcome to come. (But I may be wrong.)

Don't use "both" and "two" together. It's tautologous. You can use the version above, just with "both" or use "So does it mean the/my two sentences are correct?"
