Can we ever use the expression "well-cooked" instead of "well-done" for meat, please?

Yes, you can, but the term well-cooked could also be interpreted to mean skillfully-cooked. I would imagine that a waiter would understand either term to mean bien cuit.:)
 
In the US, it "well done" in the context of meat refers to how long it was cooked. Rare, medium rare, medium, medium well, and well done. I wouldn't say a "well-cooked steak" to mean a "well-done steak."

Something that is well cooked has been cooked in a good way.
