"We'll never be able to to do it"

Is this sentence correct?

- "We'll never be able to to do it", said the man to nobody in particular. ( Can we use especially or specially here instead of "in particular" ?)

You could say '...to nobody special' but that's far less natural than '...to nobody in particular'.
 
Is it natural to say "to no particular person"?

Does this sentence mean "the man said to everybody, not to any specific person".

Not necessarily. He could have said it aloud with no other people in sight.
 
And there are one too many 'to's in your sentence and title.
