Well, try this spray, what I got, this is the biggest they come. (Michael McCarthy)

Is "they come" a relative clause? What does the clause "they come" mean?

This is the biggest they come. = You don't find them any bigger.

What does the pronoun "they/them" refer to? What does the verb "come" mean? How should I analyze the structure of the clause "this is the biggest they come"?

The word "they" refers to the can of spray (I think). The plural "they" is okay because you are talking about the item in general.

You can read "This is the biggest they come" as "This is the biggest size they come in". "Come in" is used to express choices available.
