Which one is correct?

What a great personality you are OR have?

They are both correct; ...you are differs slightly in meaning than ...you have. The first is likely to be used for very eccentric people, as it is hyperbolic. The second is likely to be used with nice people living in the realm of the "normal." That's my view on them, in any case.

"What a great person you are!" is certainly more usual.

In BrE, if you say someone IS a personality, it usually means they are at least fairly well-known or famous. It's almost interchangeable with "celebrity".
