I know these are flowers:

Is there a name for these flowers which are hanging from the pole? How would you describe them?
 
Do you need to know the names of the flowers or do you just need to know that that's called a "hanging basket".

Janice loved the city, loved how hanging baskets were attached to electricity poles and street lamps.

What is a verb other than attach I can use?
 
Obviously, I can also use "hung" but I would want to avoid that.

You don't have to use "hanging basket". You could say that she "loved how baskets of flowers hung from the ...". I think you should avoid the repetition of "loved", though.
 
How about:

Janice loved the city, especially the colourful baskets of flowers hanging from electricity poles and street lamps.
