It means that a country, state or tribe is in readiness to wage war. Soldiers have been mobilized, supplies and weapons prepared, and the leadership is prepared to do battle, should the need or desire arise. Figuratively, you could use it to describe a bad relationship between two or more people: 'They are on a war footing.'
