Without context, we can't tell if it is literal or metaphorical. Please give us the whole sentence where you saw this. Also, please see my amendments to your post in red. Please remember:

- Start every sentence with a capital letter.
- End every sentence with the appropriate punctuation mark (full stop, question mark, exclamation mark).
- Look at your word order. Your title should be "What does this mean?"

Tom: It's the manager's birthday next week. I think that I had better buy her a gift if I want to keep my job in these hard economic times.

Mona (laughing): I'm already two steps ahead of you!

Tom: What do you mean?

Mona: I bought a gift for her last month!

Tom: Really?

Mona: Yeah. When I read in the newspaper that our company was going to fire about 10% of the staff, I rushed out and bought a

beautiful hat for her.

Tom: Thanks for telling me. This evening I'll go get her something nice, too!

Mona: Yeah. If you want to keep your job nowadays, you have to be two steps ahead of the other guy.
