While I was doing my exercise, I was a little bit confused.


I know a sentence "What horrible weather!" is correct. I'm wondering whether the next sentence correct or not?


What horrible weather is!


I guess it's grammatically correct.


Am I right, aren't I? If I'm wrong, please, correct.

No you are not right. "What horrible weather is" is incorrect.

"What horrible weather!" as an exclamation is correct. "What horrible weather is" doesn't make sense.
You also can't write "Am I right, aren't I?" "If I'm wrong, please correct."

"What horrible weather it is!" is a sentence.
