The deciding factor refers to an indispensable and essential action, condition, or ingredient.

The decisive factor is something that elicits or shapes the outcome or condition.

In legal terms, the decisive factor is something that consolidates other factors in order to reach a conclusion. In other words, the decisive factor has the the most influence on the overall outcome.
