[Idiom] what is the meaning of "burn somebody up"?

Rachel: It's my father. He wants to give me a Mercedes convertible.

Ross: That guy, he burns me up.
Rachel: Yeah, well, it's a Mercedes if I move back home. Oh, it was horrible. He called me young lady.

the meaning i found(to make someone very angry) doesn't match...
 
It does mean to make angry or upset, you are correct. Ross is angry with Rachel's father for bribing her with a new car. Ross feels that Rachel's father is over-protective and won't let her grow up, which is why he is trying to lure her back home with the promise of a new Mercedes.
