Hi, I've heard this word in a TV series called "izombie".
First, I am going to give you the context:

There is a detective who is trying to solve a murder case and this girl who is also a zombie and has some visions is helping him. They want to find an address and go there.
The Detective says: I'll track down her address. You think your boss will let you come with me?
Zombie girl: I have very little doubt about that.
Detective: Yeah, when Internal Affairs asked me about chest poking I saw nothing.

Usually, when one person pokes another person in the chest, it is in the middle of an argument. The gesture is usually meant to accentuate a point or a threat. Because your piece mentions "internal Affairs", it is likely that someone reported a police officer for poking someone's chest. The detective denied seeing it.
