What is the meaning of ( talkative )?

Hi,there

In Arabic language we translate the adjective : talkative to ثرثار = therthar.

It means = The one who talks alot with no benefit. ( not usefull talking )

But I think the real meaning in english is = The one who can talk to people bravely.Opposite of shy.

Am I correct?

In English, someone who is talkative simply talks a lot.

When someone say you are talkative is it something good or bad?
