[Vocabulary] What is the meaning of "too + somebody"?

Monica: Can I ask you guys a question? D'you ever think that Alan is maybe.. sometimes..

Ross: What?

Monica: ..I dunno, a little too Alan?

Rachel: Well, no. That's impossible. You can never be too Alan.

This is from Friends Season1 Episodes3

1. Does "too Alan" mean overrating him?

2. Does "You can never be too Alan" mean "You are not overrating him"
 
It means Alan has too many of the characteristics that we associate with Alan.

Monica is suggesting that these characteristics are too apparent at times.

The paradox is intended to be droll.
