Except with meaning #2 in the M-W definition, there is no plural form of 'in every hundred'.

There's no plural of percent in this sense because it isn't a noun and only nouns have plurals.

However, the writer of the linked video is (wrongly) using it as a noun, and has used a plural form. He apparently means 'percentage'.
