What is this expression: "In the offing"?

I found it on idiomcorner.com under phrases but I think it's more of an idiom... does anybody know what the difference is between idioms and phrases? :-?

Have you looked up the definition of "idiom" and the definition of "phrase"?

Personally, I would call this a phrase, not an idiom.

I put my pointer on Reference at the top of the page, clicked on Idioms, and found 'in the offing' HERE.
