What tense is this "are believed to have left"?

"are believed to have left"


Look people, "are believe" is a simple present passive voice. However, the rest of aforementioned phrase made me confused.

Here, the context

More than 200 Islamists are believed to have left Germany in the past few years to join the jihad in Pakistan.
 
The simple present passive (are believed) is followed by a perfect to- infinitive active (to have left).
 
"are believed to have left" - simple present passive + perfect infinitive

It is used to say that the police, or whoever is keeping track of the movements of the Islamists in Germany, believe that over 200 of them have left the country to go to Pakistan.
