What's it called when people use emotive terms in order to sway opinion in people? I came across the word the other day but I've forgotten what it was

It can be called "loaded language". The result is meant to be "persuasion".
 
Emotional blackmail?
 
It might have been "demagoguery" but I feel I came across another word for it a while back which was shorter. I've already looked at the synonyms online but no luck so it looks like I might have to settle for "demagoguery".
