You will need an new account in order to submit your application.

Can youexplain why they are different in meaning or point out the problem?

Additionally, please give your threads meaningful titles. A bunch of threads all called "What's the difference in meaning between the following two sentences?" is not helpful. This could be called "to/in order to."

There is no difference in meaning. "In order to" will almost always benefit by being trimmed to "to" -- especially when it starts the sentence.
