I would like to know what's the difference between these two sentences:
"I wish to see you" and "I wish I could see you".

I am not a teacher.

'I wish to see you' is a formal way of saying, 'I want/would like to see you'.

'I wish I could see you' means 'I very much want to see you, but I (probably) won't be able to'.
 
'I wish to see you' ── the speaker deems it possible to see the listener.
'I wish I could see you' ── the speaker deems it not possible to see the listener.
Am I right or wrong? Not a teacher.

a) He suggested leave at ten o'clock.

b) I changed my decide.

c) Less people are unemployed today.

d) I need some accomodation in London.

e) She has long dark hairs and black eyes.
