Which one is correct?

"When was the kremlin built?" "From 1482 to 1495."
"When was the kremlin being built?" "From 1482 to 1495."

Which one is correct?

"When was the Kremlin built?" "From 1482 to 1495." It was started in 1482 and finished in 1495.
"When was the Kremlin being built?" "From 1482 to 1495." Grammatically correct but both the question and answer are quite unnatural.

We can't say "The Kremlin was built from 1482 to 1495" and is it necessary to put "being" inside (between "was" and "built"), is this what you're saying?

"The Kremlin was built from 1482 to 1495" ❌
"The Kremlin was being built from 1482 to 1495" ✅

and Also, is it necessary to put "being" inside no bracket here between "was" and "built" no bracket here. is this what you're saying?

"The Kremlin was built from 1482 to 1495." ❌
"The Kremlin was being built from 1482 to 1495." ✅

I wouldn't use "from" and "to" with either of them. I'd use "between" and "and".
