I can see children leave excrement or pee in my city (Chongqing) from time to time and I can see dogs do the same thing (which is more frequently seen) too. Is the following sentence natural?

When you see children leave excrement on the streets in Chongqing, you will not be surprised by dogs doing the same thing.
 
Are you saying that children just go out into the street and do their toileting? Are they with an adult at this point? Are they homeless kids?

No, I am talking about kids who are 4 to 7 years old. They're not homeless kids and they are with parents. I think they're what foreigners call "the mentally deranged". They just can't hold or don't want to hold it when they want to use the bathroom so they choose to do that on the streets. Of course, some street corners.

Here are some pictures. I put the Chinese phrase "Urinating and defecating anywhere". I often see such things in my city and I ask them to do that in the toilet.
 
I can assure you that I don't need to see photos so I haven't clicked on your link. Also, I would never refer to a young child who can't hold it in until their parents get them to a toilet "mentally deranged". What makes you think that's the term a foreigner would use for those children?

Anyway, now that we've established that this is actually something that happens, I'll deal with your question.

From time to time, I can see children leave excrement or pee defecating and urinating on the street in my city (Chongqing) from time to time. More frequently, and I can I see dogs do the same thing. (which is more frequently seen) too. Is the following sentence natural?

When Given that you sometimes see children leave excrement defecating and urinating on the streets in Chongqing, it's not surprising that you will not be surprised by also see dogs doing the same thing.
Note that, given that you said the children are with their parents, I'd probably open with "From time to time, I see parents allowing their children to defecate and urinate on the street ...".
