Here, I think he wants to make deduction using must.

No. You can say He must be watching TV.
 
Right. "He must watch TV" has completely different meanings. It can mean:

- He is being forced to watch TV. (Someone says he must.)

- He is addicted to watching TV. (He must watch it or go mad.)
 
It's possible when talking about regular/repeated actions: He knows all about every series that's on at the moment. He must watch TV every day.
