Hi. Sure I can translate "where referenced" directly, like "where mentioned", but it doesn't help to understand the phrase (where mentioned?) :
"Petraeus succeeded in using counterinsurgency methods to turn around the war in Iraq in 2007 and 2008. In Afghanistan, on the other hand, US strategy was an ad hoc combination of counterterrorism, counterinsurgency, and conventional- style operations. I don't understand "Where referenced" there. Perhaps: "Counterinsurgency was poorly planned and executed." (Or something like that.)
