The answer to the above question is option C.
Is option B also acceptable to native speakers?

Also note that most BrE speakers would say "Where will the letters be sent?" That's not one of the options.

I would leave "to" out of B and say, "Where will the items be sent?" (See post #2.) ("Where are you sending them?" is possible, but that's not one of the choices.)
