"Call him whether you do or don't have a time"

"Call him whether or not you have a time"

Which one is grammaticall?
 
Neither one is correct. The second one would be OK without "a".
 
'Whether or not you have time' is the same as 'whether you have or do not have time'.

not a teacher
 
"Whether you are going or not".

"Whether or not you are going".

Do they have the same meaning?

I think they mean the same, but I am not a teacher.
 
Checkmate, you must get into the habit of ending your sentences with the appropriate punctuation mark.
