Can you tell me which is correct?
a. Her dog, which even by me is considered weird, was loathed by her friends, as it'd bitten them;
b. Her dog, which is even by me considered weird, was loathed by her friends, as it'd bitten them.
 
They're both grammatical but neither sounds natural. Sentence a sounds just a little better.

I haven't really understood what you mean to say.
What do you mean by "weird"?
And what's the purpose of "even"? Are you saying you like animals and usually don't consider them weird?
Why do you use the present tense for yourself (is) but the past tense for her friends (was)? It sounds as if those friends don't meet her (or her dog) anymore.

Much more natural in my opinion: All her friends hate her dog because it's bitten them, and even I dislike it.
 
The passive voice sounds unnatural. I'd say this:

Her dog, which even I consider weird, ...

I'm assuming you want to put a heavy stress on the word I.
