Welcome to the forum, Behnam.
I have doubts about using the following statements. [STRIKE]that[/STRIKE] Which of them are correct?

1. Have always been in the center of attention
2. Have always been at the center of attention
Neither is a sentence as there is no subject or final punctuation mark.

This is an example of a grammatically correct statement:

I have always been the center of attention.

(Lucky you!;-))
