Which preposition is correct?

1) to extend the moratorium with/ in additional two months.

2) The proposal will come up for vote in / at the Security Council.
 
1) to extend the moratorium [STRIKE]with/ in[/STRIKE] by an additional two months.

2) The proposal will come up for vote in / at the Security Council.I'd go for 'at', but 'in' seems acceptable

Prepositions are a challenge, aren't they?

For the first one:

...to extend the moratorium for an additional two months.

For the second one:

The proposal will come up for vote in the Security Council.
