[Grammar] Who do you suggest that be sent to work there?

The following is a multiple choice question I couldn't figure out by myself.

_______ be sent to work there?
A. Who do you suggest B. Who do you suggest that should
C. Do you suggest who should D. Do you suggest whom should

What puzzles me about this question is that I cannot rule out B the way an English teacher explains to his students, or in other words, I can sense that A is the only correct one here, but I can't tell with a sound "theory" why B isn't , thought I do feel that B may not be acceptable here. Thank you all. Expecting more significant assistance.

Yes, suggest can be tricky.
The answer is A because suggest has two possible structures: 1) with elipsis (missing some words out) and 2) a full sentence
1) I suggest (that) he (should) be sent there
2) I suggest that he should be sent there

We have these strange-sounding suggest/recommend + infinitive ("I suggested he stay" etc) because we are really clipping the that and should from the sentence. But even though the should is missing we still use the infinitive ("stay" not "stays")

B) is wrong because if you're going to include "that" you also need to include "should".


As I said, it's tricky stuff and hard to explain without a whiteboard! I hope this helps though.

- Put a space after full stop, comma, question mark, exclamation mark, colon, semi-colon etc.
