In the following conversation from the Simpsons:

Bully: Who bought them for you? Your mom?
Bart: Of course my mom bought them. Who else would have (if she hadn’t)?

I added the if clause myself.

Is the if clause, though not shown in the original sentence, the omitted hypothetical 3rd condition for this sentence, as in “I would have become rich if I had studied hard”?

Or it’s not a 3rd type condition at all?
 
You've understood it well enough, yes. Another way to understand what Bart means can be expressed like this:

If it wasn't my mom who bought them, who else could it have been?

You've understood it well enough, yes. Another way to understand what Bart means can be expressed like this:

If it wasn't my mom who bought them, who else could it have been?
Shouldn’t it be “if it had not been my mom who bought them”? To be honest I don’t think the original sentence is a 3rd type condition. After all, we do not know if Bart’s mom really bought them.
