which is one is correct if you are asking about a person that you don't know.
who is he? or who is that?

This is how your thread should have been written:

Start every new sentence with a capital letter.

They are both possible.
 
And sometimes: Who is she?
 
If you're indicating a stranger, Who's that? is the one for me.
