[Grammar] Who is To Blame?

"Who is to blame?"

Is the sentence missing some nouns? Would "who is the person to blame?" be the corrected version?
 
:up: But that isn't to say the longer version is wrong; 'the person' is just unnecessary. (I think Bhai reacted so positively (that is, negatively) because the expression 'the corrected version' suggests that the original was wrong - which it's not. ;-)
