My favourite writer of short stories is Stephen King. However, I am currently reading a book of short stories by Rudyard Kipling and I'm really enjoying it.

The best short story I have ever read is one by Stephen King. I can't remember the title but it's about a man who regularly drives between two places. He is always trying to find shortcuts to make his journey shorter. He meets another man who comes in the car with him and the journey gets shorter and shorter, day in, day out until it's impossibly short! I realise that doesn't sound very good but, as with all Stephen King stories, it makes you use your imagination, which can be very frightening!!

Note - the word is "reply", not "replay".

I am not an expert in literature, I'll write something here which may not be accurately enough:

In my opinion there are two main kinds of short stories:

1) Literature short stories
This comprises mainly the classical historical ones, written mainly by native speakers. This is a literature gender. There are many delightful short stories of this kind written in the English language. It is possible to learn as well as have a lot of fun from reading these short stories. But I guess these short stories are not appropriated for learning ESL. Most of them are complicated and demand an advanced knowledge of English.
2) Simplified short stories aimed to ESL students.
These comprise both rewritten and simplified texts and texts written specifically for English learning purposes. In my opinion in general the first ones are terrible, much of the original richness of the text is lost in the simplifying process. And for the second ones I feel there aren't many of them in the market. For the purpose of learning English I recommend short texts (not short stories) like for instance "The Book of General Ignorance" (https://www.usingenglish.com/forum/...at-book-have-you-read-recently-english-6.html)

Answering your original questions:
My favorite short story writers are Machado de Assis (Portuguese) and Thomas Hardy (English).
I can't tell you which was the best short story I've ever read, I'll think about it.

I really like Jeffrey Archer's short stories, but they are not as short as you are looking for. (Neither are King's, I think.)

O Henry is considered a classic writer of short stories.

Short stories are not necessarily easy to read- they often condense a lot into a few pages, making them difficult to read.

When does a short story become something else?! Though I have heard of some of Stephen King's referred to as novellas, the compendia that I have bought in the past have always been described as books of short stories, usually around 8 stories in an average-sized paperback.

Wikipedia says definitions of a novella run from 10,00-70,000 words and gives a different sliding scale here, which doesn't help much. I'd say 3-5 in an averaged-sized paperback would be my rule of thumb.
