Is '1' correct?

I suppose it means: "... who looks like Santa would if he stormed the Capito...l", but is the sentence grammatically correct? I find 'who looks like if...' strange. I don't think '... who looks as if ...' would be correct either.

You're right that "who likes like if" is grammatically incorrect. There isn't really a neat way of saying it. I suppose it could be worded as "... who looks like Santa storming the Capitol".
It's not the only issue either. At the end, "to bring back whole milk to school cafeteria" is wrong. It should either end "cafeterias" or "the school cafeteria".

Yes. I didn't watch the video as I assumed it had been transcribed correctly (or that the transcription was taken directly from subtitles on the video).
