"this is a problem that should be dealt with by the police"

This is my first question
is the sentence "this is a problem that should be tackle by the police" has the same meaning as previous mentioned senetence.
2nd question
This is a sentence in which am a bit confused ,i am wondering i usually use first form of verb while using "should be " why this sentence is using past participle form like used in the above sentence "dealt with"
i ordinarily get confused by trivial things ,maybe this is a dumb question ,this is my first post so help should be appreciated
