I would greatly appreciate it if someone could help me interpret the following sentence:

Chief on why the apology was long in coming
.


Does it mean that the apology was long overdue?
Whatever the answer is, I still can't understand the use of "in." Could you explain it to me?

Where did you encounter the quoted phrase (I can't call it a sentence)?
