[Grammar] wiil be open vs is going to be open

1) They will open the new shopping centre next Tuesday evening.
Which sentence has the closer meaning with sentence number 1?
2) The new shopping center will be opened next Tuesday evening.
3) The new shopping center is going to be opened next Tuesday evening.
 
How about making it simpler:

The new shopping centre will open next Tuesday evening?

Why use the passive form rather than the active?
 
As post #2 points out, 2) and 3) are both written in the passive voice. There's no need to do this.

(But if you did want to do this, then 2) is obviously closer as it uses will whereas 3) uses going to.)
 
Also, both two and three omit the subject they. If a previous sentence told the reader who they represents, the passive versions lose this information.
